To communicate is to make available.
The public interest includes
preventing diminution of confidence
as specified. It is possible
to be false not by being false
but by being misleading.
It is enough to have reason
to believe. The existence
of inauthentic online accounts
implies that of authentic ones.
Regulations may be necessary
or convenient. Non-compliance
is an offence. The minister
may exempt anyone. Any minister
may have an opinion. Reasonable steps
exist. It is possible to appoint
a competent authority. Reasonable
persons exist. It is possible
to see, hear or otherwise perceive.
The minister must be satisfied.
